What are the Local Control Funding Formula (LCFF) & Local Control Accountability Plans (LCAP)?
The law creating the Local Control Funding Formula specified eight areas of student achievement, school improvement and metrics associated with them that districts must address. The State Board has grouped the eight priorities into three categories; Basic Conditions, Pupil Outcomes, and Engagement. Districts must address the priorities for all students and for student subgroups, particularly low-income, English learners and foster youth. Under LCFF, California funds school districts, charter schools, and county offices of education equally per student with adjustments based on grade levels and demographic characteristics. LCFF replaces complexity in favor of equity, transparency, and performance.
California's 2013-2014 Budget Act included landmark legislation that greatly simplifies the state's school finance system. Under the new funding rules, school districts are required to adopt Local Control Accountability Plans (LCAP) that describes the actions, services, and expenditures that support student growth. The LCAP clarifies how programs/services will be measurably improved in quantity or quality, proportionate to the increase in funding. It also requires the engagement of parents, staff, students and other stakeholders in the building of the LCAP. The LCAP is a three-year plan that must be adopted by July 1, and updated each year. The LCFF is the new formula that California will use to fund its public schools.

A public hearing regarding the adoption of the LCAP 2021-2024 will be held on June 1, 2023. Questions, comments and/or feedback can be submitted HERE. Questions, comments and feedback will be presented to the Board of Trustees prior to the LCAP 2021-2024 adoption.
LCAP Parent Advisory Meeting
What is the Local Control & Accountability Plan (LCAP) Parent Advisory Committee(PAC)?
The Dry Creek JESD Local Control and Accountability Plan (LCAP) describes the goals, actions, services, and funding the district implements to improve student outcomes. The state mandates that the plan focuses on low-income (LI), English Learners (EL), foster youth (FY), and students with disabilities (SWD). DCJESD LCAP Parent Advisory Committee and other feedback groups provide community members' voices in the LCAP development process.
Members of the LCAP Parent Advisory Committee will receive information that will better understand state funding and assist in reviewing the goals, actions, and services contained in the current LCAP. LCAP Parent Advisory Committee members provide information for staff to consider when developing the actions and services to increase and improve student outcomes.

**The meetings will be held from 5:30 - 7:00 PM at the District Education Center (District Office), 8849 Cook Riolo Road, Roseville, CA 95747.
With advance notice, we would be happy to provide childcare (age 3+, potty-trained) and interpreters. If you need childcare or an interpreter, please contact Erika Jacobson, Educational Services at 916-770-8855 a minimum of 3 days before each meeting. Light snacks will be provided.

Title III
Title III is officially known as the Language Instruction for English Learner and Immigrant Students Act. Section 3102 lists the purpose of the law. The overarching purpose is to ensure that English learner (EL) students, including immigrant children and youth, attain English language proficiency (ELP) and meet the same challenging state academic standards that other students are expected to meet.
LEAs must use Title III funds to supplement state language instruction educational programs, designed to assist EL students’ achievement goals. The state educational agency (SEA), LEAs, and schools are accountable for increasing the ELP and core academic content knowledge of EL students.
